Yes, as long as the item is able to be cloned. (Items like the fossils or bicycle cannot be cloned, but rare candies, potions, etc. can be.)

Why don't you mention that Missingno has a higher chance of crashing Yellow?

Because Missingno glitch doesn't multiply items in Yellow. It only works in Red and Blue.

What if I've already talked to him and he isn't there anymore?

That only happens in Pokemon Yellow when you're forced to talk to him and he fails to capture the Pokemon. This glitch doesn't work in Pokemon Yellow.

Tips

Clone Master Balls, then put one in the PC. Use the ones not in your PC on any Pokémon for instant capture. Then clone the one in the PC by withdrawing it to 6th and repeating these steps.
