For a regular building, you wouldn't be able to build it out underground to be especially large, but again, it's a moot point since you won't be legally allowed to build it. -

Shelf-stable items like canned goods (beans, vegetables, meats, and soups) are essential because they last for years and provide a good mix of protein and fiber. Include packs of oatmeal, which are lightweight, filling, and simple to make with just water. Add dried foods like rice, pasta, and powdered milk, as well as high-energy snacks like nuts, granola bars, and dried fruit to give you an energy boost when needed. It’s also smart to have some MREs (Meals Ready to Eat) or freeze-dried meals that just need hot water and a small stove or portable burner to prepare. Your city probably doesn't want a dangerous structure or one that looks bad from the surface. Your best bet is to redesign it and ask again.
