If you want to build stairs for yourself or NPCs, you just need to place down platforms in the design you want and then connect them with a hammer. Here's how to make stairs in Terraria.

To make stairs, place down platforms diagonally. Use the wooden hammer on the platforms to connect them.
You can use material from other Biomes to create the stair's platforms, such as wood, bone, bamboo, and more.
You can create staircases in any design if the platforms are close enough to connect.

Craft a wooden hammer. Collect 8 wood blocks and stand next to the work bench. Use the Inventory's crafting menu.^{[1]

Place down platforms diagonally. This is the typical layout of stairs. However, you can create stairs going any direction as long as they are close enough to connect.
- The platform can be any material from another Biome, such as wood, bone, bamboo, etc.

Use the hammer on the platforms. This will connect the platforms and create stairs. Be sure to use the hammer on each individual platform; otherwise, your character will fall through.
- If you're creating stairs for a house, you can craft a bed to set it as your new spawn point.
