    Remote Desktop will work with any other computer, no matter its location. However, not every Windows version is capable of using it, and in addition it is very cumbersome to set up. It is much easier to use third party software. Personally, I use TeamViewer, and I'm very satisfied with it. It's free of charge for personal use. Once TV has been installed on both machines, all you need is your partner's computer ID (a number very prominently displayed in TV) and his password (shown next to the ID).

    To access files remotely, you need to install an FTP server on the remote machine. It allows you to download and upload files. I find remote desktop easier to use. You can use a dynamic DNS service to keep track of the changing IP. A good DDNS service provider is Dynu Systems and they have detailed tutorials on how to set up remote desktop and an FTP server as well.

In the most basic example, you should be on the same home network as the other computer. There are more complex methods to connect with VPN and more advanced routing. At a basic level, have them both connected to the same home network and try to connect.
